Congratulations to everyone who worked so hard to defeat S.11 in the U.S. Senate on July 9. The vote
was 49 (yes) to 48 (no). Proponents of this cruel measure needed 60 votes to win. (The vote was
technically on the Motion to Invoke Cloture (stop debate) on the Motion to Proceed on the bill.)
S.11 was a draconian "tort reform" bill that would have, among other things, imposed a nationwide
$250,000 cap on non-economic damages, abolished joint and several liability, and restricted
attorneys fees in cases involving doctors, hospitals, HMOs, nursing homes and manufacturers
of drugs and medical devices.

national news conference with Senators Dick Durbin (D-IL) and Lindsey Graham (R-SC). You can see some
